On Android devices, a GPS chip is required to discover Bluetooth Smart 4.0 devices.
If you've only activated WIFI localization, or if your device doesn't have a GPS chip, you won't be able to detect your equipment.
If your Android device doesn't have a GPS chip, this, unfortunately, means that your device isn't compatible. Of course, you can always try simulating a GPS position using a third-party application, but you can't be sure that it will work.
